Here is what a press release from the City of San Angelo States about water disinfecting in San Angelo.

According to a press release from the City of San Angelo, the Water Utilities Department will be changing its method of disinfecting the water supply from chloramine to chlorine or "free chlorine".  This change will start August 27th and will run for approximately 8 weeks. This is a normal procedure for water systems and ensures a safe water supply in the distribution lines and keeps water quality at the highest standard.

The Water Department does note that you may experience some changes in your water such as a noticeable chlorine smell, and slight discoloration in the water but to not be alarmed that this is normal and these symptoms should decrease after the first few weeks and they do NOT affect the safety of the water for consumption.
